Section 02 · The risk
It's not a recommendation: it's Regulation (EU) 2025/40 (PPWR), the new European packaging law. And in Spain there is already a penalty regime that serves as a reference while the PPWR-specific one is approved.
Sale banned
From 12-08-2026, each type of packaging placed on the EU market must have its declaration of conformity (art. 39 and Annex VIII) and its technical documentation (Annex VII). Without them, an inspection can stop the sale and order the product withdrawn.

The quick rule: if you make packaging, if you pack your product or if you import product already packaged, it affects you. The law spreads duties across the whole chain and being small doesn't exempt you: the rule doesn't distinguish by size. Real profile example: a cannery in Murcia with 8 different packaging items (cans, jars, boxes) needs 8 declarations with their documentation. With ConformaPack it has them all in one afternoon.

Art. 18You pack preserves, cosmetics, drinks, honey… or order packaging with your brand. For the law you may count as a manufacturer, with the same obligations. It doesn't matter if there are only three of you in the company.
Supply chainDo you sell online with your own boxes, envelopes or filler? That shipping packaging also counts as packaging under this law. And if you resell, you must check that your suppliers have the paperwork.
Duty to verifyThe PPWR replaces the 1994 packaging rule. The year-and-a-half window to adapt begins.
From today, each type of packaging needs its signed declaration of conformity (art. 39, Annex VIII) and its technical documentation (Annex VII). And PFAS are banned in food-contact packaging.
It's not just for a day: it must be kept 5 years (single-use packaging) or 10 years (reusable), in case an inspection requests it.
All EU packaging will carry the same material symbols (art. 12). Labels will have to change again.
Packaging must be recyclable at least at grade C, and plastic packaging must carry recycled content.
Final cut: only packaging with the two best recyclability grades (A and B) can be sold.

Why this price? Because the assistant does the repetitive work (structure, official models, drafting) and you supply the data you already know about your packaging. A traditional consultancy charges between 900 and 2,500 € to document a similar catalogue; ConformaPack can cost 149 € because there are no consultant hours involved, only well-made software.

VAT is calculated at checkout based on your country and tax status. The right of withdrawal and the refund guarantee (voluntary and subject to conditions) are set out in the terms of sale, available in Spanish. The generator's screen is in Spanish, but you pick the document language before generating: the declaration, the summary matrix and the technical-file checklist are produced in English, German, French, Dutch, Italian, Portuguese or Spanish. This is not everything the law asks of you: ConformaPack covers the PPWR declaration of conformity and the technical documentation. It does not replace your national packaging registration (extended producer responsibility). They are separate obligations and both remain in force.

No small print
True, and here is the link: the model is in Annex VIII to the Regulation, free and in 24 languages. What costs money is not the model. It is knowing what to put in point 6 while no harmonised standards are published, not declaring something you cannot back up, keeping the technical file and the declaration saying the same thing, and repeating it for every packaging type without slipping. If the template is enough for you, use it: we will have saved you the search.
This is not a promise, it is checkable. Open your browser's developer tools, go to the network tab and fill in your packaging. You will not see a single request carrying your data, because the generator runs entirely on your machine. All the server is told is how many packaging types there are, to know whether you are on the demo or on a pack.
Every declaration issued from the panel carries its own number and a QR code. Whoever scans it can check that the document exists and who it belongs to, without asking you for anything. It is exactly what retail chains and industrial customers end up demanding.
Most cheap generators translate the declaration but hand you the Annex VII technical file in English only — some say so in writing on their own site. Here all three documents — declaration, summary matrix and Annex VII checklist — come out in the same language, whichever of the seven you pick.
The sector is full of promises of “guaranteed compliance” or “legally valid” documents. It is worth knowing that the Regulation allows no one to promise that: Article 39 places responsibility for the declaration on whoever signs it, which is you. And the PPWR provides for no body that certifies your packaging: the assessment is internal control of your own production (Module A, Annex VII). You will not read here that we guarantee you anything, because we could not deliver it. What we do is prepare the documents in the official structure and tell you which supporting evidence you are missing.
Some in this market give you 30 days to download your documents again; others require an ongoing subscription just to keep access. Here you pay once and there is no countdown: sign in and download again whenever you need to. Keep your own copy anyway — the rules require you to retain the declaration for 5 years (10 if the packaging is reusable, Art. 15.3), and the documents are yours, as PDFs, from day one.
Section 08
A one-page document in which your company states, in black and white, that a type of packaging complies with the European packaging law: what materials it uses, that it has no prohibited substances, that it's recyclable, etc. It's signed by someone responsible in the company and follows an official model (Regulation (EU) 2025/40, art. 39 and Annex VIII).
No one issues it to you from outside: it's a self-declaration. But it must be backed by technical documentation that proves what you sign (Annex VII). That's where the real work is, and that's exactly what ConformaPack prepares for you.
No. The law says the control is carried out by the company itself (so-called "internal production control", Annex VII of the Regulation). There is no external auditor or certifier involved. That said: to back up some claims —for example, that there are no PFAS (very persistent chemicals) in food-contact packaging— you may need data from your suppliers or a laboratory test. ConformaPack tells you which ones and where to file them.
No: it goes per type of packaging. The bottle, the cap, the label, the grouping box and the shipping box are different types; that's five declarations. That's why the packs cover 10 or 30 types, with a map of your catalogue so you don't miss any. (If a packaging item is subject to several EU rules at once, the Regulation allows a single combined declaration citing them all.)
A nuance that can save you money: within the same type, variants that differ only in size and do not affect compliance can share a single “family” declaration. The Commission’s guidance allows it, and the Portuguese authority put it in writing in its July 2026 circular. Before counting your packaging, check which items are genuinely different types: you may need fewer declarations than you thought.
That packaging, legally, cannot be placed on sale in the EU. An inspection can request the paperwork and order the product withdrawn. In Spain, the reference penalty framework for packaging and waste is Law 7/2022: fines from 2,001 to 100,000 € for serious infringements and from 100,001 up to 3.5 million for very serious ones (art. 109). And before the inspection, something else usually arrives first: the large customer who won't buy from you without the documentation.
Very probably yes. If you pack your own product, order packaging with your brand or import packaged product from outside the EU, it applies to you. And your boxes, envelopes and shipping filler also count as packaging under this law. If you only resell products already packaged by EU companies, your role is that of a distributor: your duty is to check that your suppliers have the paperwork. The German draft transposing the PPWR envisages fines of 10,000 to 200,000 € per infringement (incomplete registration, non-compliance with the extended responsibility system, etc.), enforceable once the national penalty regime is set, at the latest by 12 February 2027.
